| Content | Rao Mannepalli One of the inventions of Rao is termed by Mr. George P Sutton - Executive Director of Rocketdyne, Chief Scientist of DARPA, President of AIAA, Professor at MIT, and the author of the most respected textbook ‘Rocket Propulsion Elements’ - as “An Original Contribution to Rocket Science”. It is called “Rao’s method for automatic computation of solid rocket motor burning time”. It identified the reason for the inherent subjectivity in the original method - followed all over the world for more than half-a-century - and eliminated it. Now, it is a standard in the space (DOS) and missile (DOD) communities in India. Rao was the Head of “Software, Data Acquisition & Processing” Division in Static Test and Evaluation Complex (STEX) in Sri- harikota Space Center (SHAR) of Indian Space Research Organization (ISRO). This division was responsible for ground testing and qual- ification of all the rockets, satellites and other space subsystems developed by ISRO during that period, including PS-139, the third largest solid rocket booster in the world at that time. He served as a chairman/member of several ISRO level committees including the expert committees that analyzed the fail- ures of Satellite Launch Vehicles (SLV, ASLV, and PSLV). He has interacted with cross-functional teams in ISRO, Federal Government, Parliamentary Committees, National R&D labs, Private Industries and Academic Institutions. Rao has made significant contributions as Chief Architect, Principal Investigator, Project Leader, and Principal Developer in almost all the major technologies that constitute the Ballistic Missile Defense. He has developed many new techniques and meth- ods. Presented/published more than 35 papers - including invited papers - in international/national conferences and journals. Authored more than 180 technical reports. Rao has always sought hard problems to solve. On all systems and technologies he had worked, he made significant contribu- tions and left his fingerprints. He always looked at doing things better - his favorite term is “making them “Lean Mean and Efficient” - and almost always succeeded. Defining and solving “The Model Developer’s Dilemma” is the latest example. Some other examples are: •Studying the software development process in Lucent Technologies, identifying the root causes, suggesting improvements and documenting them in “How can we achieve Level-3 on SEI’s CMM with simple process improvements that could save $640 million/year.” It has become a classic (Rao’s Mythical Man Month). F.P.Brooks, the author of the ‘Mythical Man Month (MMM)’ and the Father of IBM 360 termed them as “Exceedingly valuable to Lucent” •Coming up with the improvements to Lucent’s Intellectual Property management process that could potentially save $20 million/year without stifling the spirit of innovation. Mr. Dan McCurdy, the President of Lucent IP business unit termed them as “The most thoughtful suggestions he ever received.” In USA, Rao has worked as an R&D Engineer in Lucent Technologies Bell Labs, and led a team responsible for the “Architec- ture, Routing, Restoration, and System Performance” of WaveStar Optical Network Management Systems family. Rao has improved the system in several areas (Capacity, Performance and Conceptual integrity). His contributions were recognized as very significant by several executives in Lucent. Rao’s work in Lucent has resulted in 3 patents (4 more are in the pipeline for the work done at Lockheed Martin). He is a quality evangelist and routinely offers $5 (later inflation adjusted) for each bug found in the software developed by him and his team. He never had to pay even once in 8 years. Rao has international experience in dealing with partners (UK, Netherlands, Germany, China and India), off-site develop- ment, outsourcing and customers (USA, UK, Russia, China, Taiwan, Singapore, South America and Canada). He has visited (or worked in) several countries including UK, Germany, Japan, France, Canada, Bahamas, Mexico, USA and India. Rao is currently working in the System-of-Systems Engineering Dept. of Lockheed Martin. Proposed and worked on large number of IRADs. Submitted - either as Principal Investigator or collaborator - more than 6.5% of all the new business ideas submitted for Entrepreneurial Innovation Business Competition by the entire MS2 of 11,000 employees and more than 4.5% of all the new ideas submitted to LM-Connect-2009 innovation challenge (by more than 150,000 employees of entire Lockheed Martin) Rao has B S in Mathematics, Physics and Chemistry from S.V.University, B S in Computer Engineering and instrumentation from IETE, New Delhi, and M S in Computer Science from University of Hyderabad, with specialization in Artificial Intelligence and Computer Networks, where he scored highest marks in all the 19 courses and stood first in the University. His honors include: Fellow of IE; Fellow of IETE; Associate Fellow of AIAA; Distinguished Scientist of ACM; AIAA Software Sys- tems Technical Committee member; Path Finder of Lucent; Classification as a Person of Extraordinary Ability (EB1-EA) by INS of USA; Listing in Who’s Who in Science & Engineering in America; Who’s Who in America; Nomination by ISRO to the Rajiv Gandhi – Ronald Reagan Fellowship, and Fellow of Indian National Science Academy (INSA); President’s Volunteer Service Award. |
