Content | No.Short bulleted list of the major actions taken to dateShort bulleted list of the major planned actions 1 The Department of Defense (DoD) had net obligations of $89.3M during the week ending September 30, 2010, bringing the cumulative obligation of Recovery Act funds to $6,506.7M, which is 90.7% of appropriated DoD Recovery Act funds. This includes $3,992.3M for the Facilities Sustainment, Restoration and Modernization (FSRM) program which had new obligations of $38.3M; $1,598.9M for the Military Construction (MilCon) program including $32.8M in new obligations; $297.9M for the Near Term Energy‐Efficient Technologies (NTEET) program including $11.7M in new obligations; $101.5M for the Energy Conservation Investment Program (ECIP) including $2.6M in new obligations; and $516.1M for the Homeowner s Assistance Program (HAP) including $4.0M in new obligations. Congress rescinded $260.5 million of Recovery Act funds in Public Law 111‐226, reducing the total DoD Recovery Act funding to $7.175 billion. Total obligations to date reflect over 5,400 contract actions with non‐Federal vendors. Over 73% of contract actions were to small businesses (49% of contract dollars). Continue to award contracts and monitor execution. 2 The Department of Defense (DoD) had outlays of $54.8M during the week ending September 30, 2010, bringing the cumulative outlays of Recovery Act funds to $3,228.9M. This includes $2,237.8M for FSRM which had new outlays of $33.4M; $287.5M for MilCon including $7.1M in new outlays; $148.8M for NTEET including $9.0M in new outlays; $50.0M for ECIP including $1.3M in new outlays; and $504.8M for HAP including $4.0M in new outlays. There was a net increase of $38.3M in FSRM obligations including $36.2M for the Navy; $5.4M for the Army; and reductions of $3.4M for the Air Force. Navy obligations included $13.4M for advanced metering at multiple sites in CA, TN, IL, and IN; $5.9M for smart grid projects at multiple sites in VA, MD, and DC; $5.0M to upgrade the central heating, ventilation and air conditioning system at Naval Support Activity, Norfolk, VA; and $5.0M for repairs to the Mercer Hall Galley, Navy Base San Diego, CA. Army obligations included $1.5M for building repairs at Ft. Lewis, WA. Air Force reductions were required to meet the rescission targets Financial and Activity Report (sheet 2 of 2) American Recovery and Reinvestment Act 3 ggp,qg described above. 4 The $32.8M increase in MilCon obligations included $15.9M for the Army; $13.5M for the Navy; $1.9M for Defense‐wide; and $1.4M for the Air Force. Army obligations included $8.4M for warrior‐in‐transition complex support facilities at Ft. Eustis, VA; and $7.2M for a child development center at Ft. Polk, LA. 5 The $11.7M increase in NTEET obligations included $5.9M for a project to design and demonstrate an approach for converting landfill waste into renewable power; and $4.4M for a project to develop mobile units capable of producing fuel from waste products. 6 The $2.6M increase in ECIP obligations included $1.3M for barracks ground source heat pumps at Ft. Knox, KY. 7 The Homeowner s Assistance Program had $4.0M in new obligations during the week primarily in payments to service members and their families. |
